My suggestion would be to start with interviewing Hutch for the use cases he has top of mind, and identifying others that might provide some concrete use case as well - we don't need to go all the way to product-market fit yet, but personally I;d feel better
if the charter would be informed by/reverse engineered from some concrete use case, even if by very broad strokes.<o:p></o:p></p>

- There were 5 different presentations on policy at EIC<br>

- Discussed the scope / use cases to address<br>
- Policies used for any kind of access control (authz)<br>
- Discussed what interop would mean, mostly based on Steve Hutchinson’s comments<br>
- Unified high-level language usable by non-technical users (≠ IT)<br>
- Unified tools & processes to manage those policies that can work across vendors<br>
- Identified non-goals<br>
- Policies that apply to multiple systems/vendors at once without rewriting<br>
- Unified data model, to make policies portable<br>
- It´s unlikely that a single language could apply at both high and low levels of abstraction<br>
- We will need to define a hierarchy of languages (“OSI model of authz policies”)<br>
- This is reminiscent of MDA (Model-Drive Architecture) and RM-ODP’s viewpoints<br>
- Strata proposed 4 levels (application, platform, data, network), but those seem more like domains where policies need to be enforced, rather than policy abstraction levels<br>
- We need to decide at what “sweet spot” level of abstraction we'd like to interoperate<br>
- We agreed to focus on interop at the highest level<br>
- As a tool targeted at non-technical people<br>
- And aimed at making communication easier with technical people<br>
- Vendors already have very specific lower-level policy languages, so we don't hope to interop at those lower levels<br>
- We want interop at the language level, and keep the information model flexible<br>
- Next steps<br>
- Open ID is willing to incubate this effort, and this could turn into a Working Group<br>
- Bootstrap a mailing list to get started<br>
- Draft a charter for a working group; Allan, Nancy, Vittorio volunteered to input<br>
- Strata and Sgnl said they would look at collateral they could offer to the group to prompt discussion<br>
