[policy-charter] notes fro Oct 17 call

Hi all - we had a brief call today because AuthZEN is now official (yay!),
so we can't do any "real" work until everyone has signed the contributor/IP
agreement.

There are several logistical items to handle now that AuthZEN has been
approved as a new working group:

- Blog post announcing the new group (Gerry will redo the draft today and
send it back out to the mail list)
- Website copy: Mike L says he has what he needs for this
- Confirm meeting dates: we will keep the same date/time schedule
- Email list: Mike L will create a new email list that you will need to
subscribe to
- Contributor agreement: Must be signed by everyone, whether for yourself
as an individual or representative of your organization
- GitHub repo: We'll need to transfer Atul's repo over to OpenID F
