[policy-charter] [OIDFSC] Updated charter for Authorization Exchange (AuthZEN) working group

Hi Mike & Gail,

Great news!

The AuthZEN folks met briefly today and Gerry will take point on the blog
draft and circulate amongst us.

Can you please send a pointer to the contributor agreement, so we can make
sure it's signed by our respective companies?
