[policy-charter] [OIDFSC] Updated charter for Authorization Exchange (AuthZEN) working group

Hi Mike & Nat,

It was great to see you in person last week at the OIDF workshop, and later
at IIW.

You mentioned that the specs council will provide any additional feedback
on the AuthZEN charter by Saturday Oct 14. To follow up on this, can we
assume that AuthZEN is now a formal OIDF WG?
