[policy-charter] new content for working group: blog post

Hi -

With the pending approval of AuthZEN, there are a few things we will need
to do so that the official working group page can be populated with some
material. One required item is a blog post announcing the working group -
I've sketched out some initial thoughts and we can work on it during the
call tomorrow (Tuesday)
