[policy-charter] Policy charter call notes for Aug 29

Summary - We did quite a bit more refinement to the Purpose and Scope &
Objectives sections. You can see those changes here:

We also talked briefly about OIDF process and timeline to submit the
charter, wanting to do that before the next board meeting - perhaps Gail H
or Mike L can chime in and let us know when that is scheduled.

Regarding submitting the draft, please consider whether you (and your
organization) wish to be listed as a proposer of the charter. So far Andrew
H and I have volunteered to be co-chairs and Atul T has volunteered to be
editor of the PEP-PDP spec. If anyone else wants to be added to either
capacity, let us know.
