[policy-charter] initial notes from Aug 15 call

Hi all,

Today's meeting attendees:
Allan, Gerry, Andrew, David, Alex, Omri, Roland, and Mark

The bulk of the call was spent reviewing the draft charter, covering the
Purpose, Proposed specifications, Anticipated audience and users, and
Working Group Name.

Next week will be focused on the Scope section.

Please review the changes made this week and provide any suggestions or
comments ahead of the call next week. The link to the doc is below, for
