[policy-charter] new meeting date/time reminder

Hi -

Mike L has not yet updated the OIDF calendar, but the next call is tomorrow
at 9am PT.

I still need to finish writing up notes from our last call, which will be
shortened since we can't seem to locate the recording.

For tomorrow's agenda, I expect that we will be reviewing the draft charter
so if you have further comments, please add them beforehand.
