[policy-charter] Principal vs Subject and Asset vs Resource

Hi all,
There's an opinion-heavy discussion regarding the AuthZAPI draft that can
benefit from the collective expertise / opinions in this group. Whether we
should use terms like "Principal" and "Asset" or use XACML terms like
"Subject" and "Resource". It'll be great to get more opinions:
