[policy-charter] OIDF Policy Charter use cases

Hi Hutch,

Can you post a couple of sentences for each use case? I'd like to
understand the span of your use cases and think a bit about others that
might be useful to consider.

I'm also happy to help flesh out one or more of yours if you think that
will help.
