Exciting times, y'all :) thanks Mike and Gail for setting the ML up!
My suggestion would be to start with interviewing Hutch for the use cases he has top of mind, and identifying others that might provide some concrete use case as well - we don't need to go all the way to product-market fit yet, but personally I;d feel better if the charter would be informed by/reverse engineered from some concrete use case, even if by very broad strokes.

After a quick debrief from Allen just now, I gather there were a couple additional actions, so I modified your notes with these two lines.
- Vittorio volunteered to work on a charter for the group
- Strata and Sgnl said they would look at collateral they could offer to the group to prompt discussion

- Policies used for any kind of access control (authz)

- Unified high-level language usable by non-technical users (≠ IT)
- Unified tools & processes to manage those policies that can work across vendors
- Identified non-goals
- Policies that apply to multiple systems/vendors at once without rewriting
- Unified data model, to make policies portable
- It´s unlikely that a single language could apply at both high and low levels of abstraction
- We will need to define a hierarchy of languages (“OSI model of authz policies”)
- This is reminiscent of MDA (Model-Drive Architecture) and RM-ODP’s viewpoints
- Strata proposed 4 levels (application, platform, data, network), but those seem more like domains where policies need to be enforced, rather than policy abstraction levels
- We need to decide at what “sweet spot” level of abstraction we'd like to interoperate
- We agreed to focus on interop at the highest level
- As a tool targeted at non-technical people
- And aimed at making communication easier with technical people
- Vendors already have very specific lower-level policy languages, so we don't hope to interop at those lower levels
- We want interop at the language level, and keep the information model flexible
- Next steps
- Open ID is willing to incubate this effort, and this could turn into a Working Group
- Bootstrap a mailing list to get started
- Draft a charter for a working group; Allan, Nancy, Vittorio volunteered to input
- Strata and Sgnl said they would look at collateral they could offer to the group to prompt discussion
