My suggestion would be to start with interviewing Hutch for the use cases he has top of mind, and identifying others that might provide some concrete use case as well - we don't need to go all the way to product-market fit yet, but personally I;d feel better if the charter would be informed by/reverse engineered from some concrete use case, even if by very broad strokes.
