The reason why we formed the WG process at OpenID Foundation is to<br>
keep the IPR clean. Public Comments are OK, but that is something to<br>
be done long after there has been a Working Group. That is the same<br>
whether it is W3C or OASIS or OIDF.<br>

WG MUST be made first with the clear IPR statements and commitment<br>
from the contributors on those IPR requirements.<br>

The "relaxed" way of going around these has been a source of criticism<br>
