Popup flow

Delegation is orthogonal to the Popup flow. People who own their own 
domain can delegate to an OP by adding a few lines of HTML to the <head> 
section of their site's home page, or by reconfiguring their webserver 
to send the right HTTP headers.

A potential problem with delegation is that RPs may choose to only 
accept OpenIDs from a whitelist of OpenID Providers. For instance, the 
websites taking part in the federal government's open government 
initiative can only accept identifiers that have meet the government's 
security and privacy regulations.
