The reason why we formed the WG process at OpenID Foundation is to
keep the IPR clean. Public Comments are OK, but that is something to
be done long after there has been a Working Group. That is the same
whether it is W3C or OASIS or OIDF.

WG MUST be made first with the clear IPR statements and commitment
from the contributors on those IPR requirements.

The "relaxed" way of going around these has been a source of criticism
from other communities. I would appreciate your cooperation.
