Is there a public writeup of OpenID's process in this regard?

In the W3C community it is common to make changes to the specs after 
consideration of feedback received in public review. There is some (hard 
to characterise) threshold after which mere suggestions become 
authorship/editorship. Does the OpenID community have any definitions 
relating to this?
