The situation today is that most sites offer separate "mobile" versions 
of their sites, distinct from the main site.

I imagine that for the moment the "detection" will just be using the 
mobile version if you log in via the mobile site and the desktop version 
if you log in via the desktop site. In other words, the user is actively 
choosing to use the mobile version of the flow by going to the mobile 
version of the RP site.
