While I agree that this would be nice, I don't consider it very likely. 
Sites evangelizing OpenID are one thing, but as more and more "normal" 
sites decide to give OpenID a try I think we'd find them more resistant 
to the imposition of OpenID on every page, especially in the valuable 
"logo/banner" realestate at the top.

Also, many sites already have such bars. LiveJournal already has quite a 
crowded one on which there probably isn't room for an OpenID box without 
sacrificing something else.
