Charter submission for Account Chooser Working Group

Hi Eric,

What is the relationship between the proposed WG and accountchooser.com?
Will accountchooser.com be a reference website with the specs and a demo?
Who will be responsible for updating and maintaining the site?

Also, the accountchooser.com site has a few typos and could benefit from
some minor editorial work.
