Is it a typo in PAPE1.0 specification ?
 5.1.  Request Parameters
 openid.pape.preferred_auth_level_types
 Example:
 openid.pape.preferred_auth_levels=jisa nist

should be
==>
 openid.pape.preferred_auth_level_types=jisa nist
