New Charter for AX 1.1

Hi Nat, Here is a suggested rephrasing of the charter that positions the scope more around the objectives rather then the specific changes. This enable discussion on different ways to achieve the goals.

II. Statement of Purpose

Produce an updated version of the Attribute Exchange (AX) Extension. The extensions should be backwards-compatible with AX 1.0.

III. Scope

Update the Attribute Exchange Extension to include mechanisms for:

  *   including parameters in fetch requests
  *   including privacy information
  *   providing short names for common attributes
