CX proposal update

Nat, thanks for doing that, and for holding a telecon amongst the proposers
today. I am quite satisfied with the updated charter
(http://wiki.openid.net/Working_Groups%3AContract_Exchange_1) and look
forward to the telecon Tatsuki is going to schedule with the Specs Council
to close on this next week.

It is substantially shorter and easier to parse, hopefully.
