I'll repeat the answer I gave to that assertion when you first made it:

OpenID is not "identity" (and never will be). It is *a* technology 
for *digital* identity. Identity is *already* universal; it doesn't 
need our help to become so.

Grandiose schemes are usually impressive on paper, but putting them 
into practice still requires a bit more than "Let's neglect steps 1 
through x-1 and skip directly to PROFIT!!!". OpenID is still in the 
burgeoning stages, very far from being in any position to provide 
digital identity to *everyone*. (Some of that, to be fair, can't be 
helped by OpenID.)

Let's not get ahead of ourselves, here.

It's not widely a matter of "letting" users decide, unfortunately; 
the first step would have to be educating them about the differences 
between their various options.
