Joining OpenID Spec List

No non-assert is required to participate in the specs list (and of course, consequently, no IPR assumptions should be made by participants about any content sent there).

IPR pledges *are* required to participate in working group lists, so that the IPR status of all contributions there are clear up front.

Not to be curt, but has Facebook signed a non-assert on OpenID IPR? If
you plan to contribute (I hope so!!), would you be able to?
