Any URL that wants to have a login URL associated with it can use
whichever of the mechanisms provided by Yadis to point to a Yadis
document with the login information in it.

Including a meta tag that points to a single, site-wide XRDS document
is one valid instance of that. I would expect that most Web apps would
prefer to send the "XRDS-Location" header if possible, and also
support content-negotiation to obtain the XRDS document.
