PROPOSAL: Bare Request

I don't inherently see a problem with this.  Basically just the spec
needs to allow a missing return_to element which signals the user should
remain on the IdP after completing whatever transaction the RP
requested.

Motivating Use Case:

When an RP is storing attributes at an IdP and does not want to
authenticate the user, the RP may want the user to remain at the IdP.  
Other extensions may want similar functionality

Proposal:

A missing openid.return_to is NOT an error.
