<p>I have a concern regarding "2.5 Identifier Changed".</p>
<p>Depending on the reason for the identifier change, it may be a
privacy issue that "new value" is _required_.</p>
<p>In case the telco or email service provider changes it numbering
plan or domain, it is logical to provide the new value.</p>
<p>However, a change of identifier might also result from the users
desire to break in-going connections from an unknown number of
senders. In this case it could be a privacy violation to just
forward the new identifier to all parties. It would rather be up
to these parties to request an identifier change upon the first
subsequent login.</p>
<p>This could be solved by making "new value" optional.</p>
