[Openid-specs-risc] WISE proposal adoption

Hi all,

On behalf of the co-chairs, I'd like to propose that the SSWG adopt
the Workload
Identity Security Events <https://identitymonk.github.io/openid-wise/>
(WISE) proposal as a working group output.

If anyone has any concerns, please reply to this email, or attend the call
next week (August 4th) to discuss them. Unless we see contrary opinions, we
will adopt the WISE draft as a SSWG output.
