Issue Title: SLA for verification event

Comment: I think for now, we can incorporate this requirement into the [CAEP interop spec](https://openid.github.io/sharedsignals/openid-caep-interoperability-profile-1_0.html) (and consequently into the certification testing). We can add a line in the ["Verification" section](https://openid.github.io/sharedsignals/openid-caep-interoperability-profile-1_0.html#section-2.3.6) stating something like: "Unless communicated otherwise to a Receiver, a Transmitter MUST respond with a verification event within 5 minutes." We can debate if 5 minutes is too long or if it should be 1 minute, for example.
