Issue Title: Event profile versioning

Comment: I like the proposal but I like to suggest that the prefix will only apply for events that had a change in a specific version of the spec. For example, if version 1.1 of the CAEP spec changed three events out of the current eight, those three events will have a https://schemas.openid.net/secevent/caep/v1.1 prefix and the other five will retain the same URI from version 1.
