Issue Title: Event profile versioning

We currently do not have a way to version event profiles such as CAEP, RISC or SCIM Events. In the meeting on [2026-06-30](https://github.com/openid/sharedsignals/wiki/WG-Meeting:-2026%E2%80%9006%E2%80%9030), we proposed that the spec be versioned as a whole, and it should have a base URI prefix, e.g. "https://schemas.openid.net/secevent/caep/v1.1".
