Issue Title: Propose New Signals

Comment: One aspect of CAEP events is that they tend to be rare. Even an organization with a large number of devices will usually not generated a significant number of security signals in a day. The proposed new signals can be significantly more verbose as they can happen multiple times a day per device. If that is the case, it can significantly change the expected throughput that transmitters and receivers must be able to support.
