[Openid-specs-risc] Roadmap for certification

Many thanks for this roadmap. Adding Joseph, Thomas, Elizabeth for noting and any clarifications.
I elaborated on the last two milestones and made them 3.
1. We will finalize receiver requirements in the interop spec before the end of February (attn: @Jen Schreiber<mailto:jen at sgnl.ai> and @Apoorva Deshpande<mailto:apoorva.deshpande at okta.com> )
2. Thomas will work on the tests in March, including the receiver tests.

When the certification tests are ready, the certification team will ask early adopters (SS WG contributors) to "test the tests” and provide feedback on any gaps

The certification team will conform feedback, and the Cert team and SS WG will agree the tests are ready to publish for self-certification (for modest fees, cheaper for members).

Usual practice is to softlaunch with notice to the WG first

Parties who pass self-certification during soft launch have the option but not the obligation to be named in OIDF comms around public launch of the test suite
5. Once we have a few early adopters who have successfully been certified, we will push the major platforms for adopting the certification program as a means of qualifying their partners.

As promised in the call yesterday, here is the proposed roadmap for the certification program:

3. When the certification tests are ready, we will solicit early adopters to certify their products / implementations.
4. Once we have a few early adopters who have successfully been certified, we will push the major platforms for adopting the certification program as a means of qualifying their partners.
