[Openid-specs-risc] Rodamap for certification

Hi all,
As promised in the call yesterday, here is the proposed roadmap for the
certification program:

   1. We will finalize receiver requirements in the interop spec before the
   end of February (attn: @Jen Schreiber <jen at sgnl.ai> and @Apoorva
   Deshpande <apoorva.deshpande at okta.com> )
   2. Thomas will work on the tests in March, including the receiver tests.
   3. When the certification tests are ready, we will solicit early
   adopters to certify their products / implementations.
   4. Once we have a few early adopters who have successfully been
   certified, we will push the major platforms for adopting the certification
   program as a means of qualifying their partners.
