Issue Title: CAEP Interop Profile - Add Device Compliance Change to the supported use-cases

As discussed in todays SSF WG call. Atul suggested to add the [Device Compliance Change](https://openid.net/specs/openid-caep-1_0-final.html#section-3.5) CAEP event to the list of supported events in the https://github.com/openid/sharedsignals/blob/main/openid-caep-interoperability-profile-1_0.md#use-cases section.
