Issue Title: Tx sending a Stream Update Event for stream deletion

Comment: We could define a status named "pending deletion" or something like that to indicate that the stream is about to be deleted by the Transmitter. That way, the receiver can expect the stream to be deleted soon, and clean up on its side.
