   Criteria for participation

Notes

   -

   Do we need to conform to the final specs
   1.

      Yes.
      2.

      There are no differences in the final spec since the last interop, so
      the implementations from the last time should work
      3.

      Transmitter metadata should require whatever is required for the
      final spec (version number), but given implementation timelines, we will
      permit ID3
      4.

      We probably will not include the receiver tests given some of the
      questions regarding them.
