Issue Title: Editorial: Signify that Github hosted Specs are not final

Comment: Can we also say that the version should be the version that we are in progress towards? So, while we were working on draft 4, the version would have been `1.0 - draft 4 WIP`. And now that draft 4 has gone to vote and we are working on a final v1, the version would be `1.0 WIP`.
