Issue Title: Editorial: Signify that Github hosted Specs are not final

We host our specs on Github pages. These are in progress specs, not published implementers draft. We need to signify that there are in progress and not final implementer draft versions. Recommendation is to add WIP after the version in each document. WIP will be removed once we are ready to publish a new Implementer's Draft. For example... [Image]
