Issue Title: After v1, move well-known uri from provisional to permanent
https://github.com/openid/sharedsignals/issues/252

The SSF well known uri is currently marked as "provisional". Once the spec gets voted in for version 1, we can move it to permanent. This issue is just a reminder for us to do so. https://www.iana.org/assignments/well-known-uris/well-known-uris.xhtml
