Issue Title: Behaviour of Polling Endpoint When Paused or Disabled

Comment: There seem to be other ways (e.g. polling the status endpoint) to figure out why a receiver is not getting events, so we don't have to change this behavior for v1Final. Keeping this issue open so that we can possibly include this behavior in a future release.
