consistency

   - (Gail) Please run the automated tool developed by Mark Haine (the
   automated "Mike Jones" tool). Issue created here.

   - (Apoorva) What is this tool?
      - (Atul) It checks the spec sanity, right sections, draft numbers,
      etc.
      - (Gail) It makes sure that the officials are able to implement the
      processes
      - (Gail) It is a new thing. Historically it was done manually by Mike
      Jones, but we are trying to automate it.
