Issue Title: New event to represent risk level changes

Comment: This event helps make risk-level communication generic for various subjects, as noted in the examples. The risk aspect is going to be subjective, but it's still very prevalent in the industry. The `reason_admin` can help provide more guidance on the rationale behind the risk levels.
