[Openid-specs-risc] Welcome to the new co-chairs of the Shared Signals working group!

Hello Shared Signals working group members,

As discussed in the call on January 9, 2024, Shayne Miel and Sean O'dell
have indicated their interest in being co-chairs of the working group. As
discussed in that meeting, if we did not hear any objections until the next
meeting (Jan 23rd), we will be accepting them as co-chairs of the SSWG.

Since we have not received any emails regarding possible issues with the
proposal, we would like to hereby declare that the Shared Signals Working
Group of the OpenID Foundation now has the following co-chairs:

   - Atul Tulshibagwale (SGNL)
   - Tim Cappalli (Okta)
   - Shayne Miel (Cisco Duo)
   - Sean O'dell (Disney)

Please join us in welcoming the new co-chairs to the group.
