[Openid-specs-risc] [openid/sharedsignals] Include OAuth specifics in the interop spec (PR #134)

Hello All,

We have defined the use of OAuth 2.0 as an authorization scheme in our
existing interoperability draft.

https://github.com/openid/sharedsignals/pull/134 adds more details about
using OAuth constructs to make vendor interoperability more standardized.

The absence of standardized practices for TLS, scopes, token handling, and
grant flow implementation could lead to compatibility problems between
different vendors' products and services. This gap could potentially
impact user
experience and hinder adoption.
