[Openid-specs-risc] cutoff for ID2

Hey Phil - we've discussed on nearly every call recently that our goal was to get an implementor's draft approved before the end of the year, as there are deployments waiting on this next rev.

Cut off simply means any new features or changes would go into a new revision.

Apologies, I am not familiar with the publication process in this work group. Is this just an arbitrary new draft with more to follow (like the IETF)?

This “cut off” comes as a surprise as there are many outstanding issues.

Atul is working on what we hope to be the last PR for ID2. This PR will address the versioning topic.

We would like to cut off any other spec changes and start the process for implementer's draft 2. The only exception would be any critical issues that are discovered that would prevent implementation.
