[Openid-specs-risc] caep.dev - a free, non-commercial online CAEP Transmitter

Hi all,
If you are interested in testing your CAEP Receiver implementations, you
can use the online Transmitter available at https://caep.dev to generate
CAEP events on demand. It also includes Postman scripts to act as a
Receiver in case you don't have a ready implementation.

This service is offered by my employer - SGNL <https://sgnl.ai> in
