[Openid-specs-risc] Open issues review

Hi all,

I propose that in the next WG meeting (currently scheduled for March 8th),
we should review the list of open issues
<https://github.com/openid/sharedsignals/issues>. We should decide for each
one whether we can defer it until later, close it, or work on it
immediately.

I'd like to bring the updated SSF spec with the multiple streams support
for OIDF review (as an implementer's draft) sometime soon, but it'll be
good to know if any of the open issues need to be addressed before we do
this.
