[Openid-specs-risc] Updated Working Group Name and URL

Hi all,
FYI, the name change we discussed and agreed to a few weeks ago is now
officially reflected in the working group home page, which is now located
at:
https://openid.net/wg/sharedsignals

The old URL will redirect to this one. The content within the page now uses
the new name.
