[Openid-specs-risc] Transmitter Configuration Request

Section 6.2.1 has two well-known configuration requests: with, and without path.  

The description seems awkward and I am having trouble reading it. Both modes seems to allow a receiver make a request with and without a path.  Why?  

IOW  when should a receiver call one or the other. How does it know?

Is the intent of the issuer specific path to allow multiple issuers for a transmitters?  If so, should the pathless configuration response indicate multiple issuers can be discovered?
